1. The consumer in the marketplace. Individual consumers are weak and can be exploited (underweighing, hidden charges, adulteration, false claims), so rules and regulations are needed.
2. The consumer movement. Born in the 1960s from food shortages, hoarding and adulteration; strengthened by the UN Guidelines (1985) and Consumers International; led to COPRA 1986 (amended 2019).
3-7. The six consumer rights: Safety (Reji), Information (MRP, expiry, RTI Act 2005 - Amritha), Choose (Abirami; no tie-in sales), Seek Redressal (Prakash; compensation, class action), Represent (three-tier consumer courts), and Consumer Education.
Consumer courts under COPRA (three-tier):
- District Commission - claims up to Rs 1 crore.
- State Commission - claims Rs 1 crore to Rs 10 crore.
- National Commission - claims above Rs 10 crore.
- Appeals go district → state → national.
8. Well-informed consumers. Standardisation marks - ISI (industrial), Agmark (agricultural), Hallmark (jewellery) - assure quality and are mandatory for goods affecting health and safety. India observes National Consumers' Day on 24 December; there are 2,000+ consumer groups (about 50-60 well organised). The movement needs consumers' active involvement.
